Senior Financial Analyst

General Summary:

The Senior Financial Analyst reports to the Associate Director of Finance and is responsible for the fiscal and administrative management of the portfolio of the Dean of Student Development (which includes the Center for Social Concern, the Center for Student Success, Student Transitions & Family Programs, and Residential Life) with particular emphasis on the development and management of budgets. Manages the development of general funds, gift and salary budget projections and proposals with the Dean along with the Directors for the compilation of fiscal year proposals/requests for review and approval. Works with the Dean and Directors to outline events and plan future projects for the portfolio. Provides support and guidance to departmental financial administrators on all matters concerning budget, including helping to prepare the annual budget documents, reconciliations, proposals, and accounting.  Oversees and coordinates the work of others in the portfolio as they relate to fiscal matters.  Ensures HR processing for staff and students is completely accurately and timely. The Total Operating budget for the portfolio is $8 million.


Essential Job Functions:

  • Ensures compliance with divisional policies and the policies of the University in regard to proper use of funds. Reviews and approves expenditures/financial transactions for the portfolio (travel & business expense reimbursements, shopping cart/purchasing, check requests/on-line payment requests) as assigned. Approves procurement card transactions for the portfolio as assigned.


  • Oversees travel cards issued to Dean of Student Development staff and ensures compliance with University policy as to their use, tracking, and approval.


  • Participates in the development of general funds and gift budgets, analyzes budget patterns and historical trends; projects expenditures and revenues and assembles budgets for final submission.


  • Monitors and reports on monthly revenues and expenditures, maintains historical statistical data and reconciles accounts; explains accounting transactions and resolves discrepancies and other accounting issues.


  • Manages reporting for the Center for Social Concern’s philanthropic portfolio, including modeling budgets and projections as well as quarterly reporting of actuals and variances to budgets/projections.


  • Manages all gift money, including stewardship, donor correspondence/compliance, and tracks lifecycle of gifts to plan for their usage/expiration.


  • Serves as liaison between Business Office, Controller’s Office and department managers; informs and communicates financial problems and issues to the Associate Director/Dean and reports on the status of current and pending issues.
  • Monitors, identifies, and communicates important budgetary issues such as over expenditures, revenue reductions, potential cost savings and unplanned costs.


  • Prepares and posts journal entries into ledgers; allocate internal costs amongst the various units.


  • Assists the Associate Director of Finance in building financial models to evaluate new initiatives and consider alternatives.


  • Trains Dean of Student Development staff on all financial matters, including fiscal management policies and procedures.  Serves as an ongoing resource to each department financial administrator, including helping to prepare accurate budget reconciliations, proposals and accounting.  Will provide hands-on training, instruction and support to administrative or budget coordinators within the portfolio.


  • Serves as security coordinator, which includes monitoring and authorizing administrative access rights to University computer systems for portfolio staff.


  • Serves as the subject-matter-expert on HR-related processing of payroll transactions or other types of ISRs: New Hire, Termination, Leave of Absence, Reassignment, Position Maintain, Hours Change, Salary Increase, Bonus/Supplement Pay, Org Unit Maintain, etc for staff and student employees.


  • Assists departments with student employment requests on an as needed basis.


  • Assists/trains departments in payroll cost transfers (eForms)


  • Assists with posting positions to Success Factors and managing the on-line recruitment process in the HR system of record.


  • Runs various Analysis reports on staff, headcount, positions, salary overpayments, etc.


  • Assists with the hiring of temporary, casual and/or contractual (independent contractors) employees, as needed.


  • Supervises one staff member, including training and performance management.


  • Other duties as assigned by the Associate Director of Finance.

Minimum Qualifications:

  • Bachelor’s degree in finance, accounting, or other related field.
  • Five years progressively responsible related financial/accounting experience.
  • Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


  • JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for required education on the same basis.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

  • Must have the ability to make independent judgments and ability to act on decisions on a daily basis.


  • Must be able to work for long periods of time without directions and ability to prioritize work.


  • Be able to work with flexibility on several tasks simultaneously and to meet concurrent deadlines.


  • Must demonstrate strong organizational, analytical and problem solving skills and strong attention to detail.


  • The Senior Financial Analyst must be able to communicate effectively with individuals at many organizational levels as well as different constituencies, e.g. staff, students.


  • Must possess good analytical skills, strong computer skills and knowledge in the use of spreadsheets, database and word processing applications.

Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
