Senior Program Officer, Curriculum Design, Online Programs

We are seeking a Senior Program Officer of Curriculum Design & Online Programs (SPO), who will report to the Senior Director, is responsible for assisting with strategic oversight of CTY’s catalog of asynchronous and synchronous K-12 courseware.  This position will advise the Senior Director and will be responsible for designing and maintaining CTY’s courseware aligned to national content and gifted instructional standards and CTY’s conceptual framework. This position requires someone who can think strategically, while executing on the day-to-day work to realize their strategic vision. The SPO will lead the strategy & vision for a cross-subject area team covering Math, Science, Computer Science, Social Science and Humanities, Language Arts, and World Languages.


Managing a team of curriculum designers, instructional designers, and digital development designers, the SPO will work to set the standards of quality for our courses and build out and maintain an appropriate progression of study through our courseware. The SPO will use ongoing data and analytics from our existing students and our instructors to review our courses for consistency and quality of assessment and instruction. The SPO will cultivate a culture of continuous improvement through program evaluation and research designed in partnership with the CTY Research and Assessment unit.


The Ideal Candidate:

The ideal candidate for this role has spent the last 10+ years in increasing roles of responsibility in the development of online K-12 courseware aligned to national quality and content standards. The candidate will have analyzed a full catalog of curriculum and determined what core and elective courses are needed to support the chosen student population. The candidate will have managed a team across multiple subject areas, including digital asset production, and developed a management approach that supports continuous improvement of courses based off data collected in the field. The candidate should have a passion for continuous improvement and evaluation in order to ensure the curriculum developed under the SPO’s leadership has successfully met students’ learning needs.


Specific Duties & Responsibilities:

Lead Curriculum and Assessment Design and Alignment

  • Build systems and staff to create synchronous and asynchronous courses aligned to national standards where appropriate (CCSS, Next Generation Science Standards, ACTFL, AP Standards, etc.) and document CTY’s alignment.
  • Lead the curriculum design, mapping, course or subject area-related features, scope and sequencing of all of CTY’s K-12 online curriculum both full-year asynchronous courses as well as shorter synchronous course offerings.
  • Direct the selection and implementation of new curricula and instructional materials.
  • Grounded in learning sciences, make determinations around instructional tools to be used within courses.
  • Design assessments to ensure that standards are successfully measured for outcomes.
  • Working with the Program Officer of Curriculum Production, make sure all course projects are executed on time and according to Quality Matters standards.
  • Ensure all courses are accessible to WCAG 2.1 AA standards.
  • Design courses which support the principles of social justice, equity and inclusion.


Lead Curriculum Development and Production

  • Lead the curriculum development process, balancing content integrated from external providers versus what CTY needs to create to server our student’s unique needs.
  • Lead the team of curriculum specialists in analyzing the “build vs. buy” trade-offs during the design process.
  • For content to be created by CTY, oversee the creation of content processes.
    • Led by the Program Officer, Curriculum Production, team consists of an instructional technologist, video producers, and HTML integration experts.


Lead Curriculum Analysis and Maintenance

  • Design and implement a structured cycle of continuous improvement of courses and assessments.
  • Stay current on changes to national and relevant state standards to ensure courses stay in alignment.
  • Working together with the Senior Program Officer, Teaching and Learning, collaborate on pertinent professional development to ensure appropriate implementation of the curriculum in practice and observe how curriculum is implemented to make applicable ongoing changes.


Lead Course Offering Planning 

  • Working in conjunction with the CTY Curriculum Committee and CTY Product Development Committee identify opportunities to expand our curriculum offerings into areas of student need.
  • Take a strategic view of the course catalog to identify and work to fill gaps across curriculum content areas.
  • Lead the development of badging or micro credentialing courses of study within Online and, working with colleagues in other departments, across other CTY in-person programs.


Engage in Curriculum Evaluation and Research

  • Supporting the Center’s mission as a part of a research university, design and implement curriculum research and evaluation projects in collaboration with the CTY Research and Assessment Unit for both internal continuous improvement as well as external publication.
  • Direct data systems development to track and collect learning analytics data to support both continuous improvement and research initiatives.
  • Oversee the compilation and distribution of current research in trends in curriculum and frameworks.


Staff Management

  • Develop cross-team processes and management workflows that support excellence.
  • Implement regular formal observation and review of full-time staff, providing meaningful feedback to improve their efforts.
  • Develop goals with measurable rubrics for both subject departments and individual team members.
  • Build staff and approaches that support the principles of social justice, equity, and inclusion.
  • Recognize and celebrate staff excellence, growth, and achievement.

Minimum Qualifications (Mandatory):

  • Master’s degree required
  • At least 7 years recent direct experience within a K-12, higher education, government, non-profit, or corporate setting.
  • Demonstrated success in online / distance curriculum design.
    • Experience aligning curriculum to national standards.
    • Experience designing curriculum for students with advanced talent preferred.
  • Experience managing a team of direct reports.
  • Proven record of success developing and administering a program of professional development.
  • Strong multicultural competency; extensive experience and working knowledge in diversity, equity, and inclusion.

Note: Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula*. Without a Graduate Level degree, 9 years of experience is required.


JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred Qualifications:

  • Doctoral degree is preferred.
  • 10+ years recent direct experience within a K-12, higher education, government, non-profit, or corporate setting.

  • Ability to work independently as well as within a team environment.
  • Ability to self-direct and prioritize day-to-day implementation of department goals.
  • Critical thinking and proven experience in using data analysis as a decision-making and performance measurement tool.
  • Experience developing both synchronous and asynchronous curriculum.
  • Experience designing goals /action plans with measurable outcomes for both staff and learners.
  • Experience in the field of K-12 academic research around curriculum efficacy and student achievement.
  • Experience with technology-oriented programs and/or distance education.
  • Excellent written and verbal communication skills and interpersonal skills; Close attention to detail; excellent computer and technical skills


Physical requirements:

Ability to access and transmit information using a computer; dexterity of hands to operate a computer keyboard, mouse pad and other office machinery; ability to communicate regularly via telephone or Skype, email, and face-to-face with internal and external audiences and must be able to exchange accurate and timely information in these settings.


Supervisory Responsibility:

Supervises team of approximately 20-25 staff related to curriculum design, instructional design, and development teams responsible for creation and maintenance of the Center’s K-12 curriculum.  


Budget Authority:

  • Year 1 – manage remaining year of capital curriculum update budget of up to $500,000 for course and content creation (comprised of both internal and external labor costs).
  • Year 2 forward - Need to manage to the approved annual budget (predominantly staff time / limited additional supplemental staff budget) to ensure curriculum designers are able to update and maintain our catalog on a continuous basis.

  • This position is eligible for a hybrid work schedule. Monday & Friday are eligible for telecommuting. Tuesday-Thursday are required in office days at our headquarters at the Mount Washington Campus. Standard business hours are Monday - Friday, 8:30 AM - 5:00 PM (EST).  All CTY staff have the option to work on a flexible schedule with leadership approval based on degree of conflict with business need. It is important to note CTY is a global operation, and in some cases business needs may extend beyond the traditional University hours and/or work days.
