Sr. Director for Strategy & Data (Baltimore Strategic Impact Initiative (BSII)

Johns Hopkins University (JHU) seeks to hire a Sr. Director for Strategy & Data (SDSD) responsible for the design and implementation of strategies, strategic plans, data systems, data products, performance monitoring, and impact measurement as key components of JHU’s Baltimore Strategic Impact Initiative (BSII). The BSII will build strong partnerships and productive engagements between the public sector, community leaders and JHU to support institutional goals and a renewed university vision for and contributions to economic growth and opportunity across the Baltimore region. The SDSD is a senior member of the Vice President for Public Impact Initiatives team who will work to develop data products for general use to guide institutional decision making, facilitate program implementation strategies and to support university stakeholders who are focused on the success of the BSII and its positive impact on the City of Baltimore.


Specific Duties and Responsibilities


Strategy Development, Strategic Planning, Stakeholder Engagement and Civic Collaboration

  • Design and lead implementation of strategies supporting the advancement of team plans, initiatives and activities.
  • Lead strategic planning initiatives involving a variety of stakeholders from across JHU, the city and region.
  • Build and maintain strong relationships with key internal and external data stakeholders, including representatives of schools, departments and centers, city and state officials and other stakeholders who regularly generate or use BSII data.
  • Capably represent the Vice President, BSII and JHU as a senior leader at events, meetings, conferences and forums.


Data Product Design and Implementation

  • Lead the design, implementation and ongoing management of data bases, products and systems.
  • Build and maintain an ongoing register of best-in-class data sources, system resources and fuel for strategic planning.
  • Work in collaboration with leadership at JHU central IT and central administration to ensure that data bases, products and systems are in alignment with and meet university policies and protocols.
  • Ensure the reliability of all data sources, and that tools, products and systems are designed to be evidence-based, scalable, and sustainable.


Data Collection, Analysis and Reporting

  • Create dashboards and reports that support the work of senior leaders across the institution that depict progress on the BSII and general conditions across the Baltimore region.
  • Lead the development of data collection plans and team reports.
  • Liaise internally with leaders across the university and external stakeholders to identify existing data sources and to develop plans for data collection.
  • Lead the collection and analysis of data sets focused on existing university work and investments.
  • Prepare and present white papers, data analyses and reports to the Vice President, other university leaders and other internal and external stakeholders.
  • Generate data for and participate in the development of strategic plans and annual reports.

Minimum Qualifications
  • Master's Degree in Public Administration, Business, or a related field.
  • Ten years of experience working in strategic planning, data analytics, project management, or other related work.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Proven track record of designing and implementing high-impact programs focused on data, data systems, results-based and/or performance management practices within the public sector.
  • Strong strategy development, strategic planning and problem-solving skills.
  • Exceptional interpersonal, written and oral communication skills.
  • 15 years of experience working in strategic planning, data analytics, project management, or other related work is preferred.

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Vaccine Requirements
