Sr. Grants & Contracts Analyst

We are seeking a Sr. Grants & Contracts Analyst who will provide dedicated professional-level sponsored funds management for more than 80% of the time with specific responsibility for pre-award and post-award functions that include, but may not be limited to proposal preparation, submission, budget development, account maintenance, and oversight, billing/invoicing, reporting, compliance, and closeout. Works independently on a variety of grants/contracts that range from simple to highly complex. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure the timely, effective, and efficient functioning of sponsored funding.


Job Scope/Complexity 

Will provide broad/in-depth professional administrative level guidance on protocols, regulations, and guidelines to PI and other scientific/research professionals, both within the University and with other associated research/administrative professionals outside of the University. This position offers guidance and learning support to Grants & Contracts Analysts, Specialists, and Coordinators within the department.


Types of sponsored awards for which the position is responsible

This position works independently on various complex-level clinical trials/contracts/grants, such as those from pharmaceutical companies, NIH, NSF, and DOD as well as corporate or non-profit sponsors. These grants, contracts, and awards may involve pharmaceutical company clinical trials, highly detailed budgets, multiple projects, Cores and Subawards, Investigator-initiated, Consortium and New Center Dept. of Defense grants, and higher complexity Foundation grants. This position will also provide direction and assistance to Analysts with details related to Subawards from other institutions on their federal pass-through grants. Will also work directly with the management of non-sponsored funds, including general funds and gifts, on a limited basis.


Specific Duties & Responsibilities

  • Management of commercial clinical trials which include the following responsibilities: submitting budget requests to Clinical Research Support Services; invoicing sponsor for site costs per the Clinical Trial Agreement budget; reconciling per patient and site costs revenue; reconciling expenses; providing monthly cash/deficit reports; providing projections of future revenue; managing effort of clinical trial staff; meeting with primary study coordinator monthly; performing clinical trial closeout per ORA closeout policy.
  • Partner with and act as the final point of contact with departmental faculty and/or budgetary staff and the Office of Research Administration toward the planning and development of application submissions to various federal offices, private agencies/foundations, and commercial companies.
  • Understand and utilize institutional policies for the pre-award grant process and sponsor guidelines.
  • Manage all assigned grant submissions to ensure timeliness and accuracy.
  • Provide instruction, preparation assistance, and support related to grant application procedures.
  • Responsible for the timely preparation of the proposal budget for the Principal Investigator to review.
  • Review budgets and related justification for appropriateness and completeness of content.
  • Facilitate communications with potential subawards to ensure timely collection and review of required application documents.
  • Serve as liaison between research units, central offices, and funding agencies.
  • Review all sponsored project proposals for assigned faculty prior to them being forwarded to the Grants & Contracts Manager and ORA for signature. The review involves accuracy, content, and adherence to all relevant guidelines.
  • Manage related post-award processes, including award setup, review, account setup verification, and ensuring that staff is set up appropriately.
  • Ensure that post-award responsibilities are completed, including budget distribution, account reconciliation, salary distributions, effort reporting, cost transfers, outgoing invoices, and paperwork finalization related to subcontract setup.
  • Ensure compliance in all post-award areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, conflicts of interest, etc.
  • Review order requests and invoice payments related to assigned accounts for appropriateness and allowability.
  • Manage relationships with subawards, including review of backup documentation, initiation & tracking of payments, and collection of documents for post-award reporting.
  • Maintain ongoing updates and communications related to current grants and contracts, this includes monthly account review and reporting to principal investigators on the financial status of grants, contracts, and discretionary accounts.
  • Provide guidance to Principal Investigators related to sponsored award terms and conditions, prior approval requirements, and other compliance-related questions.
  • Provide supported Principal Investigators with projections for ongoing projects, PI effort coverage, and staff salary coverage.
  • Coordinate and host regular meetings with PIs (at least monthly) to review accounts, expenses, effort distributions, submission plans, and other topics as needed.
  • Provide relevant updates and reports to departmental leadership, as needed.
  • Create, maintain, and update NIH format Other Support documents for all supported Principal Investigators.
  • Oversee and direct all aspects of complex award management activities and provide oversight to other employees, including monitoring and managing accounts, audits, evaluations, and reporting.
  • Provide information and direct assistance required to complete contract and grant closeouts, as needed. Ensure that all closeouts handled by other members of the grants & contracts team have been handled appropriately and in a timely manner.
  • Coordinate with Grants and Contracts Manager as needed to ensure all task deadlines are met.


Minimum Qualifications
  • Bachelor's Degree is required.
  • Four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Knowledge of accounting and budgeting theory and practices required. Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred.
  • Ability to utilize institutional tools, sponsor websites, and training materials to inform independent decision-making on a daily basis.
  • Exceptional organizational skills to ensure the ability to work with flexibility on several tasks concurrently and to meet various overlapping deadlines.
  • Ability to communicate clearly with principal investigators, central research administration offices, managers, peers, and leadership through a variety of media, such as virtual meetings and emails.
  • Familiarity with Microsoft Word and Microsoft Excel is highly preferred.
  • Thorough knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, NSF, and DOD.

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
