Breakthrough-ACTION Monitoring, Evaluation and Learning Director

General Summary/Purpose

The Breakthrough-ACTION (BA) Monitoring, Evaluation and Learning (MEL) Director oversees the MEL portfolio for the BA team. The candidate is responsible for oversight of the technical research and monitoring aspects of BA’s interventions, as well as the associated administrative tasks. The candidate will be responsible for MEL related key deliverables and overall project reporting on indicators for field and core supported programs. The MEL Director will mentor headquarter MEL staff and oversee teams as appropriate.

The candidate will liaise and coordinate with other CCP research and evaluation team members as well as the BA R&E (Research and Evaluation) Advisor to support coordination and delivery of BA scopes of work. In coordination with other team members, the candidate will have primary responsibility for the monitoring aspects of BA programs, reporting to USAID against the project IST and, coordinating with the CCP PULSE team.  The MEL Director will oversee BA PULSE (overarching monitoring system) instances and teams. The candidate will also oversee the implementation of BA’s Data Sharing Plan to ensure that datasets meet the requirements set forth in BA’s agreement with USAID.

The candidate will also liaise closely with the project’s KM Advisor to support cross-project learning, and the project’s Communications Director to support external sharing of project results. The candidate will also serve as the primary liaison with the Breakthrough Research (BR) Team, and participate in relevant meetings with BR and USAID as appropriate.

The candidate will be invited to participate in the project’s Insights and Senior Management Teams. The MEL Director may travel internationally to lead short-term technical assistance (STTA) to, among other things, help strengthen and coordinate MEL systems in field programs. The candidate will oversee STTA trips of junior MEL staff. The candidate will lead technical work and center-wide initiatives independently. The candidate will contribute to CCP’s other needs as appropriate to this position.

The candidate is also responsible for coordinating internally with other CCP units to integrate workflow into existing HR, Program, Finance, R&E and KM systems, as appropriate.  The candidate is expected to uphold quality standards in project work at all levels, proactively identifying, communicating, and generating solutions for challenges as they arise.

 

Specific Duties & Responsibilities

  • Provide leadership in the application of social science theory and methods to SBC intervention design, implementation, and evaluation;
  • Oversee the implementation of BA’s Data Sharing Plan
  • Coordinate with JHU Data Management Services to ensure that BA staff are trained to prepare datasets for sharing
  • Ensure guidelines for data cleaning and de-identification for three classes of data (Public, Restricted Public, Non-Public) are strictly implemented and in a timely manner
  • Track dataset preparations for all BA projects
  • Oversee the coordination and implementation of project monitoring systems- both Core and FS
  • Support the development of RME for FS programs - coordinate with BR where appropriate
  • Ensure quality assurance/continuous quality improvement activities for the project
  • Provide regular updates to the Project Director   and USAID on progress against targets
  • Coordinate RMEL agenda with B-RESEARCH
  • Cultivate Core learning (RMEL) agenda
  • Cultivate FS learning (RMEL) agenda
  • Strengthen the project’s deliverable tracker and ensure staff are compiling with entering data
  • Coordinate with the BA R&E Advisor on studies and research contributing to the BA research agenda
  • Provide regular tracking reports (internally)

 

Program Management

  • Lead, oversee or act as technical expert for the monitoring of BA projects and or country programs. May include:
    • Ensuring appropriate mechanisms for monitoring are in place
    • Ensure quality of project monitoring
    • Work with teams to produce relevant monitoring and research reports and presentations
    • Facilitate budget and resource allocation for project research and monitoring in coordination with relevant program teams
    • Oversee staffing, roles, and level of effort to meet program goals
    • Facilitate effective communication and collaboration between research team members and others to meet program goals
    • Facilitate and model frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
    • Ensure adherence to JHU, CCP and donor rules, regulations and policies
    • Support process of teams to use data to inform strategies, workplans, and program direction
  • Put in place tools, processes, structures to ensure excellence in relevant research and monitoring deliverables to meet program goals
     
    People Management
  • Design and manage effective team structure to meet program goals
  • Supervise, coach, and mentor staff independently
    • Orient and train new staff members
    • Conduct regular (at least quarterly) check-ins and annual performance reviews with all supervisees
    • Identify and recommend appropriate professional development opportunities for supervisees
    • Ensure effective coaching, mentoring, and supervision of all staff on your team
    • Provide coaching and mentoring to promote continued growth and improvement among supervisees and other staff
  • Oversee and ensure the quality of work produced by staff or team. Develop processes, tools, and routines that ensure the quality of work.
  • This position may not have official supervisory duties; the candidate will engage in coaching and mentoring of staff.
  • Operate with compliance to all JHU supervisory policy.
     
    Technical Work
  • The Director for Monitoring, Evaluation, and Learning will oversee monitoring, learning, and quality assurance/continuous quality improvement activities for the project as a whole. The candidate will:
    • guide the development and utilization of innovative, near-real-time systems for monitoring of project efforts, including both face-to-face and virtual activities.
    • support project field offices, partners, and other USAID implementers in developing, training, and applying new and proven approaches to monitoring, learning, and quality assurance/continuous quality improvement.
    • Collaborate closely with project staff engaged in knowledge management and field programming, and engage substantively with Breakthrough-RESEARCH to define, trial, and promote best and emergent practices in monitoring and evaluation for SBC.
    • Liaise with the BA R&E Advisor.
  • Supervise/oversee STTA of junior staff independently
  • Demonstrate high level technical communication, including writing reports, creating and giving presentations, and facilitating trainings or group discussions
  • Ensure excellence in programs, products, and deliverables to meet program goals
     
    Professional and Organizational Growth
  • Initiate and lead relevant center-wide initiatives, independently
    • May include brown bags, communities of practice, etc.
  • Contribute to global technical knowledge
  • Represent JHU and CCP at relevant external meetings and events
    • May include delivering technical presentations, networking, relationship building, and initiate and follow through with opportunities for collaboration
  • Professionally engage and collaborate with other programs across the Center
  • Recognize and address factors that might strategically impact a program or the Center, and lead implementation of solutions
  • Proactively seek opportunities to expand leadership and management skills
    • Complete at least two JHU training courses related to job duties per year. For supervisors, this should include completing CCP HR’s recommended core courses in the JHU Supervisory Training Program within two years of taking on official supervisory duties
    • Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals

Identify opportunities for bringing new skills into the Center, including attending JHU courses and seminars, conferences, other external trainings etc.

 
Minimum Qualifications
Master's degree in public health or a related field required.
Six years senior-level field-based health development program management experience.
Additional relevant experience and/or training may substitute for some education.
 

Preferred Qualifications

Twelve years of professional experience. 

  • Demonstrated leadership in technical area.
  • Experience working on international programs.   
  • Foreign language abilities, especially French helpful; management expertise.
  • International experience preferred.
  • Foreign language abilities preferred. Leadership in technical area required; management expertise preferred.

 

           Special Knowledge, Skills, and Abilities

  • Senior technical expert with at least a Master’s degree in public health, marketing, or the social sciences;
  • Prefer at  least twelve (12) years of experience working on international health and development projects, including at least seven (7) years in a senior-level management position in monitoring and evaluation; and
  • Has a demonstrated ability to develop, trial, and mainstream effective monitoring, evaluation, and quality assurance/continuous quality improvement approaches across large SBC projects or organizations.
