Sr. Program Officer II

We are seeking a Sr. Project Officer II who will work as part of our productive, collaborative team at the Johns Hopkins Center for Global Women’s Health and Gender Equity. Established in 2023, the Center is designed to advance global women’s health and gender equity through action-oriented research, training, and translation, with an emphasis on gender-based violence and other harmful practices, empowerment, and health systems equity. Our team leads research, training and translation in diverse global settings in partnership with scholars, policy leaders, practitioners and civil society. The Center’s portfolio includes affiliated research projects, as well as training and translation with diverse audiences in concert with key partners. The portfolio is supported by a network of domestic and global donors including: the Bill and Melinda Gates Foundation, the David & Lucile Packard Foundation, National Institutes of Health, Centers for Disease Control and Prevention. Organizationally, the Center is based in the Department of Population, Family and Reprodiuctive Health at the Johns Hopkins Bloomberg School of Public Health. The Center is guided by a cross-divisional Leadership team. Partnerships span donors, practitioners, policy leaders, advocates, civil society, and scholars in diverse global settings.


The Center requires a Senior Program Officer II (SPOII) with international expertise to manage the Center research, training, and translation strategy, and oversee sub-studies including cross national research and data analysis, translation of research findings for advocacy and policy/program impact, collaboration with nongovernmental organizations (NGOs), and donors. The SPOII will work closely with international partners along with the Center Leadership Team, program, monitoring and evaluation (M&E), and communication staff in Baltimore to develop, implement, and manage a plan for,

  •  Assessing and guiding research objectives, workplans, implementation, strategic dissemination, and budgets, using quantitative and qualitative information and knowledge of gender equity and women’s health in diverse global settings.
  • Analyzing and communicating key findings to diverse audiences including research and practice partners, donors, non-governmental organizations and civil society.
  •  Integrating expanded measures into affiliated studies and collaborate with partners to assure update and performance of the measures.
  • Training in-country scholars and partners in the ethical issues and guidelines in undertaking gender equity and gender-based violence research in accordance with best practices and ethical standards.
  • Developing and implementing a reporting and strategic dissemination plan for findings with a specific focus on reaching health, education and social welfare ministries, civil society, and policy leaders in the target settings.


The position will lead the Center’s activities through technical, programmatic, and administrative guidance. The SPO is expected to work closely with country partners, the Center Leadership Team and donors and to establish and maintain effective communications.


Specific Duties & Responsibilities


Research & Program Coordination & Leadership

  • Together with the GWHGE Leadership Team, create and monitor the research, training and translation agenda on global women's health and gender equity.
  • Lead and oversee high-level strategy design and implementation, and proposal development in global women’s health and gender equity, spanning domestic and international audiences, partners, and topics.
  • Supervise other research and programmatic staff and graduate students analyzing existing data and carrying out programmatic activities to assure agenda and timeline are achieved.
  • Participate in all aspects of the research and data analyses, including monitoring for adherence to protocol and timeline.
  • Coordinate presentations and workshops at key domestic and international forums as well as in-country dissemination activities.
  • Participate in training, including on ethical issues in research on global women’s health, gender equity, and sensitive gender topics to international partners and Center staff and students.
  • Strengthen the global women’s health and empowerment measures and assure integration of said measures into the core Center survey instruments.
  • Develop, implement and expand the global scholars program.
  • Develop and implement opportunities for evidence translation through diverse partnerships, including global student scholars and degree scholars at JHU, communications teams.
  • Represent the Center at key international meetings and make presentations on research and practice findings as appropriate.
  • Liaise with collaborators within and outside the University working on global gender equity and women’s health issues.
  • Contribute to funding proposal conceptualization and development in the areas related to global women’s health and gender equity.
  • Build and maintain professional relationships with colleagues, research organizations, NGOs, practitioners, and donor representatives.
  • Attend staff meetings, Partners’ Meetings, presentations to donors and convenings of partners and scholars.


Minimum Qualifications
  • Master's Degree in a related field.
  • Six years related program management experience in public health or medicine.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Experience working in academic or research environments with diverse partners.
  • Additional language skills
  • Experience in Clinical Trials Registration, Data Safety Monitoring Boards, JHU procurement and vendor relations
  • Experience with qualitative and quantitative software packages eg STATA, Atlas.ti
  • Content expertise in gender equity and gender-based violence or related fields
  • Experience with global and US-based policy agendas and stakeholders relevant to women’s health, gender equity, empowerment, harmful practices including GBV

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination.
