Sr. Program Officer II

The Bill & Melinda Gates Institute for Population and Reproductive Health (GI), Department of Population, Family & Reproductive Health at the Johns Hopkins Bloomberg School of Public Health is seeking a Sr Program Officer II for an exciting platform called The Challenge Initiative (TCI), a multifaceted program focused on the rapid expansion of urban family planning programs worldwide but with focus on urban poor and slums. TCI represents a strategic shift away from the traditional model of development: It is demand-driven in which the cities self-select and are required to show political commitment by bringing their own financial material, and human resources to the project. Local governments take the lead and can access technical expertise provided by the project at no additional costs as well as apply to TCIs Challenge Fund for additional funding. TCI also leverages funding support from other bilateral, multilateral donors, as well as, foundations and the private sector. TCI currently works with six Accelerator Hubs covering East and Francophone West Africa (FWA), India, Nigeria, Pakistan, and Philippines.


The Senior Program Officer II will support two hubs in Asia and/or Africa and will be responsible for ensuring the successful implementation of TCI activities and engagement. Additionally, the Senior Program Officer II will ensure that good program management practices and tools are being used to stay on scope, schedule, and budget for TCI activities. The Officer will be able to operate with a high level of independent action in providing technical assistance for the development, implementation, monitoring & evaluation of global and country activities. The Senior Program Officer II will seamlessly work across TCIs different technical teams. To include, the program management team, the Director, Deputy Director, Monitoring and Evaluation teams and Finance to monitor expenditures and ensure deliverables are being met on time and of good quality.

Specific Duties & Responsibilities


Management

  • Manage operations of two hub programs and tracking progress in collaboration with the hub teams and ensure deliverables are met on time.
  • Hold regular check in calls with hubs to review program status including potential engagement with TCI Leadership as necessary. Monitor program deliverables and budget/activity planning and monitoring, in line with the annual workplan. Report progress and/or raise concerns to TCIs Deputy Director on a weekly basis.
  • Lead management and coordination of hub sub-awards, work plans and multi-funder budgets per the donor and Johns Hopkins University guidelines. Approve all contracts, budgets, and work plans and manage partner budgets to meet expected results, ensuring cost-effective use of TCI resources.
  • Provide remote and in-country direction to hub staff, ensuring in-country teams achieve expected family planning program goals and results within budget and timeframe.
  • Lead all M&E efforts in hubs, in coordination with TCIs M&E team, ensuring project data is regularly reviewed and used for decision-making to ensure sustainability.
  • Receive and approve monthly invoices.
  • Review and provide technical and strategic direction on hub workplans, sub-agreements, and budgets, and annual and financial reports.
  • Conduct mid-term and annual performance reviews of hubs and provide strategic feedback for improvement.
  • Provide day-to-day problem solving, technical input, writing and editing, and procurement processing required by global technical efforts as well as field programs.
  • Support in drafting portions of TCIs annual workplan in coordination with the team.
  • Assist in new business development proposal writing as and when needed.
  • Participate in high-level meetings, international meetings, conferences, and present TCIs successes at global events.


Cross-Cutting

  • Lead program reviews with the program teams to ensure necessary program planning, development and management of activities are running smoothly and efficiently.
  • Work in close coordination with the Communication and Marketing Officer to document stories and share successes.
  • Work with the Knowledge Management team to ensure adequate support to hubs.
  • Ensure that all information repositories used by the project are kept up to date (i.e., quarterly updates to donor, quarterly report, annual reports, M&E dashboards).


Special Skills, Knowledge, & Abilities

  • Knowledge and experience working in family planning with an interest in and capacity to learn other health areas.
  • Able to travel for programmatic support up to 25% of the year.
  • Experience developing workplans, overseeing budgets, and capturing high level notes to support daily communication about, and oversight of, international programs.
  • Experience in Microsoft Office Suite including Outlook, Word, Excel, and PowerPoint, SharePoint, website management and program management tools.
  • Possess superb communication (oral and writing) skills, tact, and sensitivity to a wide range of cultural environments across international settings required.
  • Ability to work on fast paced and rapidly changing environment where multi-tasking and flexibility is essential.
  • Possess strong program management skills.


Minimum Qualifications
  • Master's Degree in a related field.
  • Six years related program experience including program management.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Experience working in the field, managing international health programs in Africa and/or Asia.
  • Advanced degree in public health or related field.
  • Fluency in French will be an advantage.
  • Experience working in an academic, research, or advocacy environment.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
