Sr. Program Officer

General Summary/Purpose

The Johns Hopkins Center for a Livable Future (CLF) is based at the Bloomberg School of Public Health within the Department of Environmental Health & Engineering.  CLF is seeking a Senior Program Officer (SPO) to lead a dynamic and multi-faceted project focusing on the public health implications of Industrial Food Animal Production (IFAP).  The “IFAP Project” embodies an area of focus that has been core to CLF’s work since its founding in 1996.  The project is designed to build upon CLF’s previous work and long-term strategies while also remaining sufficiently agile to capitalize on developments and opportunities that may arise in relation to science, advocacy, and policy concerning food animal production in the U.S. and abroad.

 

 

Specific Duties & Responsibilities

CLF’s IFAP Project portfolio of activities includes public health research, education, and a special emphasis on public health practice –that is, the application of public health scholarship, knowledge and skills to practice settings through collaboration with government entities, policy makers, community and advocacy organizations, non-governmental organizations, other academic institutions, and entities pursuing legal action, etc.

 

The SPO position requires effective leadership in mobilizing a team of colleagues at CLF and JHU possessing diverse backgrounds and expertise –in addition to fulfilling a wide range of roles and responsibilities.  Overall, the SPO is required to lead CLF’s IFAP Project in such a way that it:

  1. Reflects CLF’s mission and expertise;
  2. Utilizes CLF’s comparative advantages as part of a leading school of public health; 
  3. Harnesses relevant expertise and resources available throughout JHU; 
  4. Manages collaborative relationships with public health advocacy allies and partner organizations working to address IFAP’s public health impacts;
  5. Provides technical assistance to partner organizations effectively; and,
  6. Strengthens CLF’s ability to conduct and translate research on IFAP and contribute to public health advocacy and policy initiatives. 
  7. Provides useful content expertise on IFAP issues to CLF’s education activities.

 

As a senior staff member at CLF, the SPO works collaboratively with colleagues throughout the center to ensure that the IFAP Project serves as a valuable scientific and policy resource to advocacy organizations, policy-makers, the media, and scientists working on IFAP issues.  The position reports directly to CLF’s leadership team.

 

Essential Duties and Responsibilities of the position include the following. (Other duties may also be assigned).

  • Lead a multidisciplinary team of scientists, policy analysts and communications experts at CLF and, as needed, draw upon: the internal JHU network of faculty, staff and students with additional expertise; and,  an extensive network of external research, policy and advocacy partners working on food animal production issues;
  • Co-lead team efforts to draw upon and harness scientific expertise throughout JHU and work with colleagues from other universities and NGOs to:  advance scientific knowledge; communicate research findings; develop educational tools; and, serve as a resource for those working to protect health, the global environment, and our ability to sustain life for future generations.
  • Provide strong leadership and apply, interpersonal, and program management skills in directing the IFAP Project and in working with CLF colleagues. 
  • Lead the IFAP Project Team in developing, implementing, evaluating and revising project work plans.
  • Play a lead role in efforts to cultivate and establish valuable strategic collaborations with scientific partners and advocacy allies with shared concerns regarding IFAP.
  • Represent CLF externally and travel as needed to advance the project and CLF, provide technical assistance, conduct activities with partners, etc.
  • Work closely with all project team members and CLF leadership to evaluate the project and manage change to ensure that project priorities are being met. 
  • Speak publicly in support of project objectives and activities.
  • Review landmark IFAP projects and activities and stay abreast of the latest scientific and policy information related to IFAP. 
  • Lead team efforts to document the impacts of IFAP, gather evidence to inform research and policymaking initiatives, and promote more sustainable and resilient methods of food production.
  • Implement project activities designed to advance models of food production that are protective of public health, animal welfare and the environment.
  • Work closely with finance and administrative staff to ensure timely and compliant spending
  • Monitor budgets and make deliberate decisions that align with funding according to strategic priorities
  • Manage consultant activities, ensuring statement of work, contract and deliverables are in place
  • Initiate, track and monitor procurements, contracts, work plans, Activity Brief Approval forms, Research Brief Approval forms, travel requests and other administrative and programmatic documents.

 

Minimum Qualifications:

Masters’ degree (M.A., MHS, MPH) in public health or related discipline required. 

  • A minimum of five (5) years of relevant work experience required.

 

Additional experience and/or training may substitute for some education.

 

Preferred Qualifications

PhD, DrPH, or other terminal degree, is preferred.

Preferred 8 or more years of work experience managing complex public health programs in the US or overseas and providing leadership and mentorship to teams of staff. 

 

Special Knowledge, Skills, and Abilities

Strong background in environmental health. 

  • Demonstrated experience working at the community level and with communities of practice sharing a concern, a set of problems, or a passion about a topic on food system and/or public health topics. 
  • Content expertise and firsthand experience working on IFAP issues.
  • Must possess a demonstrated record of program management, evaluation experience, managing teams of people, direct supervision and leadership skills.
  • Strong public speaking, interpersonal and writing skills, including grant writing are required. 
  • Ability to travel up to 20% of time.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
