General Description

The Sr. Grants and Contracts Analyst (Analyst) is the lead Grants and Contract position in the Johns Hopkins Center for Health Security, a free-standing administrative unit within the Johns Hopkins University Bloomberg School of Public Health.

 

The Analyst provides professional level management of for all aspects of proposal development and grant and contract administration pertaining to the work of the Center.

 

Reporting to the Administrator, the Analyst takes direction from the Center’s leadership (Director, Deputy Director), and works closely with faculty in seeking, developing and submitting proposals to external funding sources. The Analyst serves as the Center’s liaison to external agencies and internal administrative units within JHU to ensure compliance with the guidelines of the grants and contracts and the University.

 

The Analyst is a resource to the faculty (PIs and others) and staff for guidance on laws, regulations, policies and procedures related to a wide variety of complex and diverse award types, including but not limited to, those from DoD, CDC, HHS, DHS, NSF, FDA, and various foundations.

 

Manage the pre-award process for all Center grants, contracts, sub-contracts and other awards including guiding the PIs through the proposal development, creating detailed budgets and budget justifications, interpreting sponsor guidelines, completing agency forms, writing assigned proposal sections and submitting proposals. Manage all pre-award aspects of subcontracts including drafting/reviewing nondisclosure and teaming agreements. Implement an efficient internal system for proposal submissions including coordinating grant production schedules and monitoring progress.

 

Create templates for contracts, subcontracts, letters of agreement and reports. Conduct reviews of proposals for completeness and accuracy to ensure compliance with University policies and external agency guidelines and mandated regulations. Notify Center administration and leadership of contractual terms or risks that could affect the Center and/or JHU.

 

Negotiate budgets and contracts with external funding agencies on behalf of the Center in conjunction with Johns Hopkins Research Administration.

 

Manage all aspects of post-award administration including tracking and submitting required progress reports, quarterly, annual and final reports; liaising with the sponsor and/or prime or sub-contractor; and closing out awards and sub-awards. Ensure ongoing compliance with each award as well as JHURA guidelines and regulations. Work with the Administrator to ensure that expenditures comply with budgets and available program funds. Work with contractors to establish and monitor scope and to ensure deliverables are met. Train faculty and staff to ensure compliance. Maintain a list of deadlines for submission of new and continuing grant proposals, progress reports and financial status reports. Administer a database and process to manage the Center’s grants and contracts. Create a reliable review system for assessing grants and contracts with faculty. In conjunction with the Administrator, manage all financial aspects of secured awards, financial analysis, budget and financial information related to grants and contracts.

 

Monitor funding trends related to the Center’s mission; research and pursue funding sources appropriate to the Center’s mission. Work with Center Administrator, leadership and faculty to monitor award balances to ensure that there is always sufficient funding for implementation.

 

Maintain strong business relationships with all internal and external colleagues and partners.

 

Assist with tracking and reporting each faculty and applicable staff member’s individual level of effort commitments to each external award. Periodically prepare a report to the Center’s leadership on the Center’s long-term level of effort commitments to external funders.

 

Be familiar with and proficient in all finance and some HR related duties of the Administrator in order to provide seamless back up when the Administrator is not available. In absence of the Administrator, serve as P-Card approver.

Must be an approachable expert and mentor regarding grants and contracts. Ability to work both independently and in a team environment and communicate effectively and tactfully with all levels within the Center and with diverse internal and external stakeholders

Sound knowledge of CFR (Federal Cost Principles) and FAR Ability to exercise complete and utter discretion with sensitive personnel information

 

Minimum required education and related work experience:

Bachelor’s degree required. Master's degree preferred. Four years of related experience in sponsored research and/or financial positions,including federal grants and contracts, preferably in an academic or medical setting.

 

Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

 

Computer or other special needs for the position:

Proficiency in Coeus, JAWS and HopkinsOne SAP system

Proficiency in Excel and Microsoft Office Suite, databases and bibliographic software required

 

Preferred Qualifications

Two years’ experience working in a lead capacity with direct high level involvement in JHU grants and contracts. Experience managing multiple large multi-year, complex grants and contracts and the ability to work under tight deadlines in a fast-paced environment while managing multiple priorities

  • The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
