Strategic Initiatives Program Manager

The Johns Hopkins University Student Health & Well-Being (SHWB) practice group provides high quality, holistic services that are accessible, inclusive, and equitable in order to foster a proactive, supportive culture and enhance student’s and learner’s experience at Johns Hopkins University while preparing them to lead fulfilling personal and professional lives. Our integrated service delivery model provides dynamic health promotion and well-being support and programming, student disability services including guidance and resources, and in-person primary and mental health care options at our clinics as well as remote support though phone and online resources to JHU students and learners across all nine schools within the University.

The Strategic Initiatives Program Manager position is a full-time position at the Homewood campus office with a requirement for availability to travel to other Baltimore area campuses and to the DC campus for program delivery and in-person meetings, when necessary.

Johns Hopkins University, SHWB is in search of a talented Program Manager who will support and coordinate high-priority, short and long-term projects from concept to implementation, responsible for independently managing critical and time sensitive tasks/function/priorities and providing ongoing program support within SHWB. The person in this role will work collaboratively across the division and University to support strategic planning issues and initiatives of the Office of the Vice Provost for SHWB, under the supervision of the Director, Student Health and Well-Being Operations.


Specific Duties & Responsibilities

  • The Strategic Initiatives Program Manager will work under the guiding principle to establish and maintain a seamless customer service experience with equitable access to SHWB services and programs for all students and learners across the university regardless of school affiliation.
  • The position will be directly involved in planning, socializing and implementing challenging and highly impactful strategic work, which requires creativity, focus, leadership presence and project management abilities.
  • The person in this position must be able to flex into various roles, sometimes managing autonomously, and at other times supporting and enabling the work of the director of operations, VPSHWB, or other individuals or teams.
  • General responsibilities include data collection and analysis, project mapping and tracking, process analysis and charting, report and proposal writing and content development; and defining and communicating options, making recommendations regarding appropriate courses of action based on thorough understanding of desired outcomes, expectations and timelines.
  • The person in this role will have exposure to, and be expected to work collaboratively with SHWB leadership, Deans, and school-based leaders and stakeholders from around Johns Hopkins University.
  • This includes effective leadership and communication within multiple operational teams; the ability to navigate a highly complex organization with diverse stakeholders and effective integration of operational practices.
  • The person will need to lead through influence, overseeing and guiding project teams of people who may not report directly to SHWB.


Projects Include

  • Assessment of SHWB systems, policies, processes and infrastructure that serve to develop work plans to achieve assigned project goals and organize activities/tasks with leadership, staff and consultants.
  • Support of project goals to establish integrated systems to measure and ensure equitable access to student health services for primary care and mental health operations currently operating independently, in multiple locations and utilizing varied systems.
  • Project and process mapping and management to include tracking project status and reporting on status of milestones and other deliverables and support to SHWB in all manner of planning from coordination with program areas on budgeting, logistics including those related to relocation and purchases, and development of necessary communications.
  • Assist as needed with projects and tasks related to new initiatives, events, communications, and website development for SHWB. This includes creation of high-quality presentations and memoranda in order to communicate context, findings, and recommendation to senior university leadership and SHWB staff.

  • Ability to operate independently in a fast-paced, high-productivity environment, with guidance provided by SHWB leadership.
  • Demonstrated good judgment and decision-making capabilities.
  • Ability to build and maintain strong, trusting relationships and demonstrated ability to collaborate with and present to work-groups, end-users, and subject-matter experts.
  • Excellent verbal and written communication skills, as well as skill with interpersonal interactions and diplomacy, to effectively interact with a diverse population.
  • Current with technology for tracking deliverables and milestones and embrace and champion the adoption of innovations to modernize and assist with team adoption of resources that will assist with project planning and timelines.
  • Ability to use data, statistical and quantitative analysis, to drive decision making and help to enhance understanding and develop new insights.
  • Experience supervising or facilitating cross-functional teams.
  • Ability to handle confidential information with discretion and professionalism with added focus on all required HIPAA and FERPA protocols.
  • Comfort and confidence in managing and reporting operational metrics (e.g., service utilization and trends, budget projections as part of project proposals and recommendation, and benchmarking).
  • Proficiency with presentation and collaboration tools including all Microsoft Office programs (Word, Excel, PowerPoint, Visio, SharePoint, Teams, OneDrive).
  • Familiarity with, or ability to successfully complete required trainings to include electronic medical record platforms, and other software systems, HIPAA and FERPA compliance, and any other specified online courses.
  • Ability to prioritize own work and work of others, as needed.
  • May need to work outside standard 8:30-5pm hours as needed or be available evenings/weekends for urgent issues that arise.


Reporting Relationships

  • Reports to Director, Student Health and Well-Being Operations with day-to-day reporting to other SHWB leadership depending on the project.


Minimum Qualifications
  • Bachelor's Degree.
  • Five years related experience.
  • Additional education may substitute for experience to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Higher education, clinical or public health background strongly preferred.
  • Experience with project management software tools such as MS Project, Asana, Smartsheet, etc.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
