General summary/purpose:

Talent Acquisition Consultant needed to work with New Program Development (NPD), country offices and HQ staff to design and implement proposal and program start-up recruitment campaigns.  This position is an integral part of the Global Human Resources team and serves as a strategic partner to attract top talent and improve proposal recruitment processes.




  • Proactively manage full life-cycle recruitment campaigns for proposal submissions and program start-up campaigns
  • Build strong network of skilled professionals, including identifying, screening and evaluating candidates
  • Align the recruitment of each position to the overall strategy and utilize diverse sourcing mechanisms to proactively identify potential key personnel
  • Establish recruitment networks with regional institutions in Africa, Asia and LAC regions
  • Formatting resumes into Jhpiego’s standard format for bid submission as needed
  • Ensure that all staffing documentation submitted with proposals complies with donor specifications (including letters of commitment, proposal offer letters, etc.)
  • Build strong relationships with hiring managers and provide regular updates and feedback
  • Manage all communication with key personnel after proposal submission and until a funding decision has been determined by the donor
  • Work with Sr. International HRBP – Talent Acquisition and Compensation to coordinate onboarding of proposed staff (Expats and TCNs) at time of award
  • Tracks recruitment activity, analysis and metrics
  • Maintain compliance with policies and procedures and federal and state regulations with regard to all recruitment practices
  • Backstop other recruitment activities and special projects as needed


Minimum qualifications (mandatory):

  • BA with 5+ years’ full-life cycle recruiting experience with 3+ years international recruiting experience in international development or public health arena
  • Experience developing positive working relationships with hiring managers
  • Proposal recruitment experience for USAID and other international donor projects
  • Ability to actively mine and source candidates in a competitive international market
  • Demonstrated experience developing effective recruitment strategies to attract top talent
  • Knowledge of international development and public health staffing demands and approaches
  • Experience recruiting in developing and low resource countries
  • Experience with candidate tracking tools and job boards
  • Working knowledge of sourcing international candidates for overseas field missions: expat, TCN, and local national staff
  • Strong customer orientation
  • HR certification (HCRI or SHRM) or equivalent HR qualification preferred
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Knowledge of employment laws, EEO regulations, standard HR practices and procedures
  • Strong oral and written communication skills; able to interact effectively, and in a professional, tactful manner with candidates, employees and senior management
  • Proficient in using applicant tracking software
  • Metrics-oriented, analytical thinker who is able to analyze, interpret, present and act upon data
  • Appreciation of socio-cultural differences in countries, preferably having lived and worked in a low resource setting
  • Ability to solve practical problems and make decisions
