UHV Evaluation Program Officer

For over twenty-five years, our team has conducted high‐quality, utilization‐focused evaluation, research, and quality improvement work across the United States focused on various prenatal, early childhood and child welfare interventions Our team has longstanding collaborations with leaders in New Jersey’s Department of Health and Department of Children and Families on research, evaluation, and continuous quality improvement (CQI) projects. By collaborating across state departments and creatively leveraging federal and state funding, New Jersey has created a unique, robust early childhood system of care. NJ’s infrastructure includes a statewide central intake system. Central Intake serves individuals who are at increased risk for poor birth outcomes and whose children are at increased risk of not being ready for school entry. Central Intake links eligible families interested in services to a variety of resources in their communities. With sophisticated data systems and a well-developed infrastructure for collaborating with parents, New Jersey is a national leader in the early childhood space. The state’s early childhood system continues to develop; in 2021, New Jersey passed legislation establishing a statewide universal home visiting model. The individual in our Program Officer position will manage our team’s evaluation of this new universal home visiting model.


We are seeking a Program Officer who will support our team’s work in designing and implementing the evaluation of statewide home visiting in New Jersey and provide support on our other New Jersey projects. The Project Officer will support the following activities: gathering and synthesizing input from various early childhood system partners to inform evaluation planning; and assisting in the design and implementation of evaluation activities. Our evaluation will determine the extent to which New Jersey’s universal home visiting model carries out intended activities and achieves intended outcomes using existing and new data gathered through qualitative and quantitative approaches. We are looking for an analytically gifted individual who will support our team in carrying out research, evaluation, and quality improvement work. The ideal candidate for the position is a self-motivated, responsible, detail-oriented individual with excellent organizational abilities. Applicants must be able to work independently in a self-directed fashion while managing multiple tasks.


Specific Duties & Responsibilities

  • Manage evaluation activities and ensure that project adheres to timelines and institutional policies.
  • Serve as liaison between the evaluation team and a variety of early childhood system partners by communicating effectively in writing and orally to provide updates to partners and to gather information that may influence our work.
  • Lead regular evaluation meetings; set meeting agendas; facilitate conversations; prepare notes and document decisions.
  • Be available to travel to New Jersey regularly and as needed to meet with partners.
  • Manage primary data collection: (1) assist with development of data collection tools; (2) develop and implement data collection protocols; (3) create survey tools in web-based survey software (Qualtrics); 4) obtain consent from participants; 5) oversee process of remunerating participants.
  • Maintain all project related files in a secure database and assure study files are organized and current.
  • Maintain the confidentiality of the data files and documentation.
  • Maintain data sharing agreements.
  • Identify challenges faced by the project and aid team in brainstorming strategies to address them.
  • Hire, train and supervise research assistants for all aspects of project.
  • Communicate regularly with team members to provide updates about completion of project activities.
  • Carry out data analyses, interpret results and use results to create figures and/or graphs for reports, presentations, and publications.
  • Identify and propose solutions to systematic issues with data.
  • Collaborate with the research team to resolve data issues.
  • Maintain study IRB applications and approvals.
  • Pursue and maintain data use agreements.
  • Assist with progress reporting to funders and the wider research team, including writing and preparation of evaluation reports and presentations.
  • Perform other evaluation and continuous quality improvement-related duties as assigned.


Special Knowledge, Skills & Abilities

  • Candidate must have outstanding organizational skills and be able to effectively prioritize and work on multiple tasks with concurrent deadlines and demonstrate excellent time management and efficiency.
  • Candidate must be able to communicate effectively and collaborate well with a variety of partners, including our research team, our state partners, the agencies that implement the program and the families served by the program.
  • Candidates should have experience with program evaluation or Mixed Methods research.
  • This position requires strong analytical and data translation skills as well as proficiency with data visualization and basic statistical methods using programs such as SAS or Stata.
  • Candidates must be experienced in the analysis and interpretation of survey data and other secondary data sets and the dissemination of study findings through written and oral communications.
  • Candidates must be able to work independently.


Minimum Qualifications
  • Master’s Degree in a related field.
  • Three years related experience.
  • Additional education may substitute for experience and additional experience may substitute for education to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Master's Degree in a related discipline, including child development, public health, public policy, early childhood education, epidemiology, biostatistics, economics, or similar discipline.

30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
