Data Analytics Manager, Los Angeles
The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) seeks a Data Analytics Manager, Los Angeles to support key efforts under the City of Los Angeles Deputy Mayor, Office of Strategic Partnerships.
The Data Analytics Manager will create and execute approaches for using quantitative data and methods to understand complex issues and support the City of Los Angeles’ efforts to accelerate transformative city policy, infrastructure, and innovation efforts that generate lasting benefits for all Angelenos, while fostering civic pride, inclusive public-private collaboration, and long-term urban resilience to advance Los Angeles’ unprecedented recovery from the January 2025 wildfires and hosting of three consecutive global sporting events—2026 FIFA World Cup, 2027 Super Bowl, and 2028 Olympic & Paralympic Games.
The ideal candidate will have a strong background in data analytics, be proficient in a general programming language (like Python) or a statistical package (R), and an appetite for engaging in non-quantitative aspects of the innovation process. The Data Analyst is an employee of Johns Hopkins University and based in City Hall of Los Angeles. They report to the Civic Strategist.

Specific Duties & Responsibilities
- Lead the development and implementation of the team’s strategies for using quantitative data and methods to understand complex issues.
- Shape and conduct approaches for collecting, organizing, and analyzing data, including methods for creating new data (e.g. through surveys) when there is limited or no data.
- Employ diverse quantitative methodologies and software packages, including data validation, joining of diverse datasets, historical/trend analysis, comparative/cross-sectional analysis, GIS mapping, regression analysis, etc.
- Invent and quickly iterate novel solutions to challenging data-related problems.
- Create and manage project plans for the quantitative data components of all team work.
- Develop and manage partnerships and collaborations with data providers and stakeholders.
- Champion the use of quantitative data to drive decisions.
- Produce compelling and intuitive data visualizations to drive comprehension of complex topics and concepts across a broad range of stakeholders.
- Communicate data analysis so that information and findings are accessible to a non-technical audience, including through dashboard tools like Tableau or Microsoft Power BI.
- Develop metrics and measurement systems to measure the impact of the team’s projects and initiatives.
- Connect data insights to research and collaborate with team members to conduct research sessions including focus groups, interviews, and user testing.
- Support analogous research and literature reviews.
- Serve as a key participant in each step of the area’s data methodology, providing a quantitative perspective to all projects.
- Serve as a lead for the data analytics team.
- May have several Data Analysts as direct reports.
- Perform other related duties as requested.
Special Knowledge, Skills, & Abilities
- Five plus years relevant experience managing data and conducting quantitative analysis.
- In-depth knowledge of quantitative and statistical analysis techniques.
- Experience tracking key performance indicators.
- Highly proficient with big-data software such as STATA, R, SAS, GIS software, Tableau, etc.
- Advanced-level MS Excel skills, including the use of macros, pivot tables, and other advanced functions.
- Strong ability to communicate complex concepts to diverse audiences and stakeholders.
- Strong ability to work independently.
- Strong ability to incorporate quantitative work into a mixed methods approach to produce insights.
- Ability to deliver high quality work in a dynamic, political environment.
- Attentiveness to details, deadline-oriented, acute vision, and the ability to give and receive constructive criticism.
- Excellent written and oral communication.
- Experience working for or in collaboration with local government.
- Strong sense of service to residents of Los Angeles.
Minimum Qualifications
- Bachelor's Degree.
- Seven years of related experience.
- Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Experience or familiarity with government innovation efforts, emerging technology and its application in the public sector, and/or open data efforts, including a strong conceptual and practical understanding of innovation tools and the role of human centered design, data, and policy in the public sector.
