SBC Advisor

Specific Duties & Responsibilities

The SBC Advisor will be based in Monrovia, Liberia. The scope of work includes, but is not limited to, the following:

  • Lead the SBC efforts under Breakthrough ACTION Liberia, providing technical assistance to strengthen capacity of government of Liberia, private and NGO sectors in SBC, advocacy, and risk communication.
  • Assist in mapping current SBC stakeholders, in collaboration with USAID, USAID implementing partners, MOH and other stakeholders to understand the SBC landscape, identifying the full range of existing SBC efforts addressing malaria, MNCH, FP/RH, adolescent health, WASH, and risk communication in Liberia.
  •  Strengthen coordination structures for SBC at central, county, district, and community levels, by working with various program units of the Ministry of Health (National Health Promotion Division (NHPD), Family Health Division (FHD), Community Health Services Division (CHSD), Expanded Program on Immunization (EPI), Nutrition Division, the National Malaria Control Program (NMCP), the National Public Health Institute of Liberia (NPHIL), and One Health Platform and relevant stakeholders to identify priority behavior, develop/review, standardize communication materials, and identify the most effective channels for advocacy, communication, social mobilization, and behavioral approaches. 
  • Provide technical assistance to implementing partners and where possible build capacity of local CSOs, indigenous groups, and traditional leaders to roll out SBC activities in their areas of operation.
  • Collaborate with key stakeholders to ensure focus on identified priority behaviors and materials and strategies (at all levels) developed are evidence-based, linked, and mutually reinforcing.
  • Ensure that gender is at the forefront of all SBC activities, including design, planning, implementation, and monitoring.
  • In collaboration with the wider Breakthrough ACTION Liberia team, design strategies, approaches, and a planning process for ensuring sustainability and Liberian self-reliance including: building on the efforts put in place by USAID and other development partners; using existing GOL systems for coordination and implementation; exploring public private partnerships to improve delivery of SBC interventions; strengthening SBC coordination structures at central, county, and community levels; and fostering host country ownership.
  •  Attend meetings and represent the SBC initiatives of the project in all relevant levels of government officials, partners, donor, NGO and private sector representatives.
  •  Ensure project documentation is appropriately drafted, packaged, and shared.
  •  Seek, select, engage, and monitor qualified consultants and agencies to provide technical assistance in support of the project.
  •  Other duties as assigned
    •    Travel within Liberia, as needed.
       

Minimum Qualifications (Required)

Masters degree (M.A., MHS, MPH) required.

Five (5)years related experience required. 
 

Preferred Qualifications

  • Five (5) to seven (7) years related experience in malaria, MNCH, FP/RH, adolescent health, and WASH is preferred
  • Experience in capacity strengthening, advocacy, participatory social mobilization, media or materials production, and guiding monitoring and evaluation efforts is preferred
  • Experience working on an integrated project is preferred
     

Special Knowledge, Skills, and Abilities

Five (5) to seven (7) years related experience in malaria, MNCH, FP/RH, adolescent health, and WASH is preferred

  • Experience in capacity strengthening, advocacy, participatory social mobilization, media or materials production, and guiding monitoring and evaluation efforts is preferred
  • Experience working on an integrated project is preferred
  • MS Word, MS Excel, MS Powerpoint, other standard software.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
