CTY Program Manager

We are seeking a CTY Program Manager  who will plan and execute in-person academic programs for students meeting CTY’s eligibility requirements, including summer residential programs and day programs. In 2022, these programs are planned to serve a total of approximately 8,600 students in grades 2-12, across 21 locations in the U.S. and 2 in Hong Kong, with new program models and locations expected in future summers. The position plays several critical roles. 1) Direct site management, assuring that CTY delivers a high-quality on-site academic and student life experience that advances its diversity, equity and antiracism goals and that runs smoothly logistically and in compliance with all applicable laws and regulations at assigned locations. 2) Leadership of an area of specialization focused on one aspect of developing and/or delivering the program across all locations. In a matrixed environment, Program Managers participate in establishing priorities for the whole in-person programs team and contribute to decision making about program models as well as about policies and practices across all in-person program formats and locations.


Specific Duties & Responsibilities:

Site Management

For one or more assigned program locations:

  • Negotiate with host institutions to secure appropriate facilities and services and configure on-site operations to best fit the unique context at each location (e.g. how best to repurpose dormitory space for on-site administrative offices; how best to stagger lunch schedules in dining halls shared by multiple programs.) Negotiate pricing in close collaboration with CTY Finance.
  • Supervise and manage Assistant Program Managers assigned to support a given site.
  • Be on call when programs are in session to handle escalations of problems across all aspects of program: operational, administrative, academic, student life, and customer relations. Define steps and guide on-site staff in addressing and resolving problems.
  • Exercise sound judgement in management program risks, including reputational risks, to include exercise sound judgement in deciding which issues require further escalation to CTY and JHU leadership or resources.
  • Assure that site is prepared for camp inspections, if applicable.
  • In all interactions with host institution representatives, foster a strong working relationship that engenders trust in the professionalism of CTY staff and in the conduct of the students.
  • Handle communications with staff at assigned sites, before, during and after the program.
  • Address complex questions from students and parents related specifically to assigned locations as referred by Enrollment Services staff.
  • Work on location during the opening and close of each session as assigned to assure that sites deliver a high-quality on-site experience for students and staff:
    • Function as an on-site resource to leadership staff as they transition into their roles; provide guidance on policy and procedural questions.
    • Help to build a strong sense of community among staff.
    • Help to ensure accountability to, and foster connection and collegiality with, CTY headquarters
    • Represent CTY headquarters during on-site staff orientation and at opening and closing ceremonies. Answer questions from families about future opportunities at CTY.
    • Provide leadership to ensure that the on-site experience meets and advances CTY’s diversity, equity and antiracism goals.
    • Observe and troubleshoot across all aspects of the program in operation, administrative, academic, and student life. Define steps to address and resolve and guide one-site staff in implementation. E.g. direct meditation of conflicts between staff.
    • Handle escalations of complaints and concerns brought to on-site leaders by their site’s staff and parents.
    • Serve as the site’s liaison to CTY and University resources.


Program Management

In addition to managing one or more sites, the position is responsible for leading one area of specialization focused on an aspect of developing and/or delivering in person programs across all locations. Areas of specialization include curriculum, student life, and business operations, among others. This incumbent will be responsible for the science and engineering curriculum in-person programs.


  • Supervise and manage any Assistant Program Manager(s) or other staff assigned to support curriculum.
  • Lead regular review and refresh of existing courses in assigned content area. Identify successful courses, courses to target for discontinuation, and new courses to add.
  • Lead development of new courses, to include interviewing, selecting, and supervising course authors for assigned courses.
  • Assist with production of curriculum guides and other instructional resources, to include writing lesson plan templates and sample lesson plans.
  • Define criteria for approving text books for each course in assigned content area.
  • Assure that curriculum meets appropriate quality standards and advances CTY’s diversity, equity, and anti-racism goals.
  • Define criteria for assignment of letter grades in assigned content area.
  • Define guidelines for front line staff for handling requests for exceptions to course prerequisites and make decisions in more complex cases.
  • Define instructional staff needs (profile and volume) for CTY recruitment.
  • Interview and select new instructors and teaching assistants as needed.
  • Define approach and develop resources for supporting teachers in assigned subject area.
  • Travel to sites to observe course as delivered and provide coaching and feedback to instructors.
  • Lead the continual review, evaluation, development and implementation of policies and procedures related to curriculum in the content area, including student lab work.
  • Provide guidelines for Assistant Program Managers and Site Logistics Administrator in reviewing and approving instructor lab science orders.
  • Lead regular review and refresh of science lab safety guidelines.
  • Write curriculum-related content for Enrollment Services knowledge base as requested.
  • Address complex questions from families about course content or course experience as referred by Enrollment Services staff.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree; Master’s Degree or higher preferred.
  • Degree must be in life science or physical science or another discipline requiring life or physical science course work.
  • Four years of related experience, including some experience with program administration.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.
  • Experience administering programs for academically advanced students or course work in gifted education preferred.
  • Because many program sites are residential, experience working in a residential education setting preferred.

Physical Requirements:

  • Ability to access and transmit information using a computer and do so for extended periods of time.
  • Operate a computer and office machinery.
  • Communicate regularly with internal and external audiences via phone, email, and platforms such as Microsoft Teams and Zoom; must be able to exchange accurate and timely information in these settings.
  • Work varied hours including weekends and evenings as determined with supervisor.
  • Ability to maneuver in an office and on-site environment including accessing files, materials, observing classes in session, and participating/presenting information in small and large group environments.


Supervisory Responsibility:

  • This position supervises the work of an Assistant Program Manager matrixed to the Program Manager for Science and one or more additional Assistant Program Managers supporting site management. Additionally, the position directly supervises the Site Directors at assigned locations and indirectly supervises all other staff there (100+ individuals). The position also supervises the work of course authors.


Additional Information:

  • This position is a 100% telecommuting position. Candidates must have broadband internet access, which is not eligible for reimbursement.  CTY will provide necessary IT equipment for 100% telecommuting employees including: Laptop, Docking Station, choice of either 1 - 27" or 2 - 24" External Monitors, Keyboard and Mouse.
  • Standard business hours are Monday – Friday, 8:30 AM – 5:00 PM (EST).  All CTY staff have the option to work on a flexible schedule with leadership approval based on degree of conflict with business need. It is important to note CTY is a global operation, and in some cases business needs may extend beyond the traditional University hours and/or work days. 
  • Must be able to travel and work some nights, weekends and holidays, especially during the summer.  Summer travel typically includes 3 on-site residencies, each 1-2 weeks long. Extenuating circumstances could require additional time on site.
  • Candidate must be able and willing to travel to any site assigned. Sites assignments are to be determined and are subject to change, but could include responsibility for sites overseas. If assigned to overseas sites, one longer residency of 4-6 weeks would be required.
  • Applicants must be authorized to work in the US, and must either live in the US or another area in which JHU has a business entity.
  • All employees participating in or serving children in University programs must participate in mandatory Child Abuse Prevention online training on the appropriate conduct around children, protecting children from abuse and neglect, and reporting of known or suspected child abuse and neglect.


JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
