Breakthrough ACTION Communications Officer

General Summary/Purpose

Breakthrough ACTION is the United States Agency for Development (USAID) flagship project for social and behavior change. Breakthrough ACTION ignites collective action and encourages people to adopt healthier behaviors—from using modern contraceptive methods and sleeping under bed nets to being tested for HIV—by forging, testing, and scaling up new and hybrid approaches to social and behavior change. The project is based at the Johns Hopkins Center for Communication Programs and works in 22 countries in Africa, Asia, and Latin America.


Breakthrough ACTION is seeking a Communications Officer to develop and implement communications strategies and prepare materials that enhance the visibility of Breakthrough ACTION and the understanding of social and behavior change. The person selected for this position will assist in planning and implementing communication campaigns for Breakthrough ACTION products and events. The Communications Officer will create content for social networking sites and disseminate information about the project on social media platforms. The Communications Officer will also work to maintain and regularly update the project web site.


Specific Duties & Responsibilities



  • Manage the successful execution of communications campaigns and related materials from conceptualization to completion; ensure quality, timeliness, and effectiveness of materials.
  • Produce engaging and informative written, visual, and multimedia content in support of communications objectives.
  • Ensure all products and promotional efforts comply with the project branding strategy.
  • Provide communications support to project team


Social Media

  • Develop innovative and compelling content for social media (e.g., videos, photos, posts).
  • Develop a regular publishing schedule and editorial calendar for social media channels.
  • Report monthly social media analytics and provide recommendations for improving reach and effectiveness.
  • Monitor public mentions of Breakthrough ACTION and bring opportunities, concerns, and recommendations to the Director of Communications
  • Collaborate with Breakthrough ACTION partner organizations to coordinate social media efforts.



  • Help maintain the project website by keeping information up-to-date and accurate.


Minimum Qualifications (Required)

Bachelor's degree in journalism, marketing, writing, public relations, public health, or other related degree

  • Four (4) years of related experience
  • Advanced degree may substitute for required experience, to the extent permitted by the * JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *.

Preferred Qualifications

  • Knowledgeable about multimedia storytelling
  • Experience leading/managing projects and ability to handle multiple projects simultaneously
  • Ability to work well under pressure with tight deadlines
  • Interest in public health or international development


Special Knowledge, Skills, and Abilities

  • Strong interest in strategic communications
  • Experience with social media and website content generation and management
  • Excellent written and oral communication skills
  • Proficiency in Microsoft Office suite
  • Experience with design software/programs (e.g., Canva, Adobe Creative Cloud, iMovie) and WordPress.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
