Knowledge Management Program Specialist

General summary/purpose:

The Breakthrough ACTION Knowledge Management Program Specialist works closely with the Knowledge Management team to help provide general information technology support to all Breakthrough ACTION staff. As part of this role, they receive, triage, research, and respond to questions related to the project’s communication and collaboration platforms, especially but not limited to, the project’s intranet. In addition, they will support needs related to the technology/platforms in the project office, especially during face-to-face meetings.

The project intranet is the primary vehicle to share and communicate information across disparate teams and geographies and drive collaboration. The intranet is a key focal point for staff in their day-to-day activities and should help facilitate the end goal of delivering improved outcomes to the donor through increased efficiency. The project intranet also harmonizes other digital platforms. 

Specific duties & responsibilities:


Work across the project to build, sustain, and encourage a culture of learning to help staff adopt the project intranet.

  • Manage the Breakthrough ACTION intranet homepage.
  • Assist with creating, posting, and scheduling content.
  • Work with Breakthrough ACTION Knowledge Management Advisor to put together intranet guidance. 
  • Oversee authoring and proper use of online channels for official news according to internet guidance including email listservs. 
  • Work with administrators of intranet sub-spaces to improve sections of the intranet or deliver new applications.
  • Monitor user-generated content for appropriateness according to intranet guidance. 
  • Liaise with knowledge management team members and software vendors on technical questions of implementation and upgrades.
  • Work closely with key project stakeholders to understand their needs and involve them in planning and problem solving (including the senior management team, and communications team).
  • Provide orientations and training to project intranet for new staff.
  • Proactively recommend new web tactics and initiatives based on data results and industry trends. 
  • Upload key technical files to USAID’s Development Experience Clearinghouse


Learn, use, and help project staff use Breakthrough ACTION communication and collaboration platforms by proactively sharing tips and responding to daily requests for assistance with:

  • Web conferencing: Zoom
  • Email/discussion/chat: Outlook/project intranet 
  • Workflow Management: Airtable
  • Scheduling/calendaring: Outlook/project intranet 
  • Document sharing: Dropbox
  • Document archiving: project intranet/OneDrive


Communicate verbally (phone, web-meeting, in-person) and in writing with a range of Breakthrough ACTION staff including those based in the US and those in the project’s countries of implementation.

  • Onboard new staff to the communication and collaboration platform suite according to their positions and in accordance with Breakthrough ACTION’s knowledge management plan, project procedures manual, and sharing guidelines. Maintain staff list who have been onboarded.
  • Explore ways to create additional efficiencies by connecting platforms directly or through third-party software, especially through the latest platform developments and functionalities.
  • Liaise regularly with Breakthrough ACTION Knowledge Management Advisor: identify and share trends in staff challenges and needs.
  • Support other KM activities as needed including people-centered tools and techniques

such as after-action reviews and peer assists. 


Assist with face-to-face on-site support:

  • Ensure Zoom lines are operational and set up before meetings start.
  • Troubleshoot and respond to any technology issues.
  • Assist with ensuring the smooth running of face-to-face meetings, including being on call to respond to technological challenges.
  • Liaising with security to allow guests access to the office.

Minimum qualifications (mandatory):

  • Bachelor’s degree required. 
  • Two years of related experience required. Additional relevant experience and/or training may substitute for some education.

Preferred qualifications:

  • Master’s degree
  • Interest in health communication or public health
  • Ability to exercise confidentiality, professionalism, and diplomacy
  • Excellent communication and cross-cultural skills, both written and verbal
  • Project management skills to plan for the immediate and near future 
  • Adept at learning new digital tools 
  • Strong attention to detail
  • Ability to track requests for help and prioritize responses
  • Patience troubleshooting with people at all different levels of technological competence 
  • Ability to efficiently seek assistance with virtual platforms through help forums and help desks, both internal and external to Breakthrough ACTION 
  • Basic understanding of Microsoft Office Suite and Google Workspace
  • Basic understanding of Adobe Acrobat
  • Basic understanding of popular web browsers (Chrome, Safari, Firefox, Edge, Explorer) and popular computer operating systems, especially those developed by Apple and Microsoft

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
