The Sr. Talent Acquisition Business Partner provides dedicated HR support in talent acquisition, workforce planning, employee relations, compliance, diversity and inclusion, employee and faculty engagement, staff and faculty onboarding, learning and organizational development, and student employment.  This position and reports to the Human Resources Business Manager (HRBM). 

                                                                                                                                                                                

PRIMARY RESPONSIBILITIES

 

Domestic and International Talent Acquisition Specialist (50%): 

  • Works in consultation with the Human Resources Director (HRD) and the HRBM to develop Talent Acquisition plans, a comprehensive strategic recruiting and retention policies to meet the human capital needs of strategic goals.
  • Works in collaboration with the HRBM to support managers and supervisors to identify competency, knowledge and talent gaps and develops specific programs for filling the gaps; including, succession planning for staff positions.Creates training schedule to close skills gaps for new hires.
  • Provides guidance, consultation and support to managers and supervisors in the hiring and facilitates processes related to position development, recruitment and candidate screening, compensation and benefits, on-boarding, performance, training and career development plans.
  • Develops and builds hiring processes, with a focus on attracting a diverse pool of qualified candidates.
  • Assists clients with developing recruitment strategies including review of all open positions and job descriptions, developing a search and advertising plan, identifying recruitment sources and developing an appropriate compensation package for the finalist.
  • Provides advice on proposed new positions and current position restructures and assists in obtaining necessary approvals.
  • Actively participates in initial applicant reviews and screening/interviewing and candidate follow up and works with the hiring manager to determine and extend formal offer of employment and ensure that all new hire paperwork and background checks have been completed.
  • Supports the HRD with faculty recruitment and onboarding.
  • In collaboration with the HRBM and HRD develops recruiting strategies for campuses in Italy and China.
  • Consults with HRBM, HRD, and/or General Counsel’s office to address employee relations support in in Italy and China.
  • Maintains current knowledge of Italian and Chinese labor laws.
  • Position requires some international travel, as needed.

 

Human Resources Support (25%): 

  • Consults with and advises staff on HR policies and procedures relating to employment practices, policy interpretation and application, recruiting, performance management, compensation, and employee relations.Develops compliance training for managers and staff, as needed.
  • Provides excellent and collaborative client support and demonstrates a high level of responsive and effective customer service and team orientation.
  • Working knowledge and application of HR policies and procedures including federal and district laws and regulations pertaining to employee relations.
  • Meets regularly with clients to determine how HR can support their operations and goals, and assists clients with developing efficient and effective operations.
  • Develops, implements, reviews, and supports management and staff with employee relations issues.Ensuring effective resolution for employee relations matters.
  • Consults with the HRBM, HRD, and/or General Counsel’s office to address sensitive, risky employee relations matters.
  • Maintains current knowledge of University policies and processes, progressive HR practices and key trends to develop strategies to maximize employee potential.

 

Student Employment (20%): 

  • Collaborates with Faculty Members and Managers to ensure the development, implementation, and review of the Student Employment program.
  • Develops policies, procedures and processes for the Student Employment Program.
  • Develops, implements, and reviews bi-annual student employment job fairs.
  • Provides ongoing trainings for the Student Employment Program.

 

HR Reporting (5%): 

  • Develops performance metrics to monitor success of talent acquisition and retention efforts.
  • Develops and maintains cost per hire reports, develops and maintains the HR Monthly Scorecard Report for Employment Metrics Reporting to Senior Leadership.
  • Develops and maintains student employment metric reporting.
  • Provides monthly reporting on HR activities to include EE relations and recruiting.

EXPERIENCE:

  • Three years of progressive experience in a professional human resources capacity required. HR Generalist experience preferred.
  • Three years full life-cycle recruitment experience, preferred.

 

EDUCATION:

  • Bachelor's degree in Human Resources, Business Administration, or other related field.
  • Human Resources Certification, preferred.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

 

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis.

  • During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

  • The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
