Subawards Specialist

We are seeking a Subawards Specialist who will manage and oversee sub grants and subcontracts to partners, regional hubs and country level grants to local organizations. They will monitor and audit records of sub-award recipients, as needed.


Project Summary

The U.S. Agency for International Development (USAID) launched the Supporting, Mobilizing, and Accelerating Research for Tuberculosis Elimination (SMART4TB) project. SMART4TB is a five-year, $200 million dollar initiative, to identify more effective methods and tools for finding, treating, and preventing tuberculosis (TB) in 24 priority countries for TB programming. This initiative will build research capacity in high TB burden countries by supporting studies that evaluate novel approaches, interventions, and tools to combat TB–including diagnostic tests, new treatment drugs and regimens, socioeconomic and health system challenges, methods to interrupt TB transmission, and TB vaccines readiness and delivery. Led by Johns Hopkins University School of Medicine, the SMART4TB international consortium partners are University of California, San Francisco, KNCV Tuberculosis Foundation, Elizabeth Glaser Pediatric AIDS Foundation, Treatment Action Group, Perinatal HIV Research Unit (South Africa), YR Gaitonde Medical, Educational and Research Foundation (India), Walimu (Uganda), Kyrgyz State Medical Academy, and Victory Network (Vietnam).


Specific Duties & Responsibilities

  • Prepare subaward documentation, utilizing the appropriate agreement mechanism and terms and condition.
  • Perform subrecipient monitoring functions, support FFATA reporting, assist with audit reporting requirements.
  • Ensure invoice payments to subrecipients include a review of validity of expenses along with achievement of scientific and technical progress by the Project Director prior to remitting payment.
  • Monthly reconciliation of subaward accounts.
  • Monitor follow-on processes and procedures throughout the agreement life cycle to ensure continued programmatic correctness and compliance with various regulatory requirements of 2CFR200 Subpart D for subrecipient monitoring.
  • Communicate with internal and external stakeholders in order to complete tasks.
  • Work on assigned SMART4TB project tasks.


Minimum Qualifications
  • Bachelor's Degree.
  • Three (3) years related administrative experience (e.g. involving contracting, purchasing, or compliance activities).

Preferred Qualifications
  • Experience with sub-awards preferred.
  • Familiarity with the Federal Demonstration Partnership (FDP) agreement and other sub-agreement formats.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
